issues with just ONE BUTTON on player 1's controller controlling an action for player 2

I keep having issues with just ONE BUTTON on player 1's controller controlling an action for player 2. All of player 1's other button's don't elicit a response for player 2 and player 2's button's all work normally. Using a combination of ps4 ds controller and hyperkin wireless n64 joypad. I switched the controllers player assignment and it just causes a DIFFERENT ONE BUTTON to (on player 1's controller) control an action for player 2. One possible cause is that the Hyperkin can't map the c-stick cause not enough buttons.
