Velcro dog sometimes, but very independent other times. Why?

My 1 year old Australian shepherd is a weird combination of velcro dog and super independent. Many times he just chills if I get up and leave the room or he’ll leave my room on his own to go lay down in another room, completely ignoring me. Other times (not meal time) he will compulsively follow me everywhere I go and it’s frustrating because I’m constantly tripping over him. If I move slightly just to change how I’m sitting in a chair, he jumps up obnoxiously, ready to go wherever he thinks I’m moving to and it will take forever for him to chill again. When he’s in that mindset, I could walk back and forth for literally an hour and he would turn with me each time I change directions. My first thought is it’s separation anxiety (I know Aussies are clingy) but what could cause him to be like that only sometimes and super chill and independent other times? He’s fine by himself in the crate for a few hours- no whining, barking, etc.. He’ll just sleep. How do you even train that out of him when the behavior is inconsistent?
