Dog shaking another dog?

Hi everyone - I need some outside perspective please! I enrolled my dog in pack walking and today there was a new addition to the pack (so from 2 dogs to 3 dogs). Apparently during the walk, the new dog grabbed my dog by the harness and tried to shake her. I was told that there was no growling or barking before the incident. They portrayed it as “trying to play and he was overly excited and didn’t know his size.” Is this true? I only have small dogs and we adopted them during the pandemic, so they haven’t been around other dogs much but is this how big dogs play? I do not know the breed of the other dog. thank you so much!
