Dog laying down and refusing to move whenever she sees another dog approaching

I have a wonderful 7 year old female Labrador. She's intelligent and eager to please, and our communication is usually rock solid. But recently she's developed a new habit of laying down when she sees another dog on the sidewalk.

She's had some anxiety issues in the past, but nothing about her body language (besides laying down) indicates nervousness. She actually usually quickly pops up when the other dog approaches or walks next to her, which I'm scared will end badly if she ever startles the wrong dog.

She's extremely food motivated (I mean, she's a lab) but treats won't get her up or even redirect her gaze to me. It freaks out other owners and is embarrassing as I usually end up standing there and waiting for them to pass so she'll get up. I'm really curious if anyone has any clue as to why she's doing this, and would also love some tips to get her up and moving.
