REALLY Fearful/Timid rescue training

We took in a rescue, a beautiful Black Mouth Cur mix. She is the sweetest thing ever, but is SO timid/fearful. Her tail is permanently plastered between her legs, she only stays in two spots (next to my computer chair/next to my bed. She won't explore the house. It's been a month or so. We have small kids, and when they visit with her (gently,) she doesn't really growl or seem to mind too much as long as there's no sudden movement.
She's obviously never been trained at all, and I know some basics, but she's not really interested in any sort of treat or reward. Where do I start?
