[help] New Roommate HATES my dog. I've been trying to train her, but it's NOT working.

I have a 1 year old Chiweenie named Poppet. She's a super energetic, loving, playful, and incredibly full of life puppy, as most Chiweenies, I think.

I live in a house with 4 other people. 3 of these people enjoy Poppet, and are OK with her being barky, and still trying to get a hold on the whole potty training thing.

I have tried almost everything to get this dog to follow commands, but she refuses. I give her a treat EVERY time she goes outside, and it's a SPECIAL treat, that she ONLY gets when she goes outside. I walk her every 2-3 hours, and also have ground leashes that I sit outside with her and let her roam the yard. She gets a huge party every time she goes to potty outside. She will still pee and poop inside, anywhere, anytime. Just anytime she has to go, boom. Doesn't care.

Biggest problem, though, is her barking. She gets plenty of exercise in the form in long walks, running around the yard on her ground leash, and playing with my other dog, CONSTANTLY, and playing with toys CONSTANTLY. This thing never runs out of energy, ever. Anytime she wants something, anytime there's any noise at all, she barks. a lot. She also constantly barks at my other dog, when he has a toy and won't share. I've tried to teach her speak and quiet, and she learns them, but as soon as I don't have a treat, or we're in a real situation, she doesn't care. She catches on VERY quickly, but as soon as the treats are gone, she's over doing the trick.

She is INCREDIBLY food motivated.

My new roommate says he has owned a lot of kennels and knows how to properly train a dog. He wants to help me, but his style is using hitting and intimidation. I told him I much prefer positive reinforcement, but he says that's a 'new generation' style that doesn't work. I really don't want to hit my dog to get her to do what I want.
