I just moved into a new apartment and my neighbor across the street lets their two dogs stay outside in the fenced in yard for extended amounts of time. This wouldn't be a problem beside the fact that they bark at literally ANYthing that moves. People across the street walking, other dogs, animals, if the wind blows too hard, etc. They will continue barking until said moving object is out sight which can take forever. What makes this worse is that the owner sits outside on their porch chilling in a goddamn hammock just enjoying the day while the dogs bark and doesn't even try to make them stop. What is the best way to kindly ask them to make their dogs stop or keep them inside? Should I leave a note on the door? Wait until they are outside then ask them in person? No one else on the block has complained but I know they hate it as well because I've heard from others that they feel the same.
TLDR: Neighbor's dogs won't stfu, how do I ask them to make the dogs stfu
