I have thought about how the dog problem could be potentially tackled and what comes to mind is the creation of a worldwide dog-control organisation. The organisation must be as big as the WWF and it must be global - in other words, it should have headquarters in every country and most importantly - every major city.
The organisation will put the lives of human beings FIRST and will hold both crappy owners & aggressive dogs accountable. In order for that to happen, the organisation must work with the local governments and it must have established rules and regulations, especially when dealing with dogs.
I have a few suggestions on what some of the rules should be:
- Families who have children under 15 years of age should not be allowed to have dogs
- The organisation will have a hotline and an online report form where people can report all sorts of dog problems such as aggressiveness, excessive barking, etc. The person reporting will have the option to keep their names secret from the dog owners they report because we all know what dog owners can be like.
- In the case of a report, an investigative team will be sent to survey the surrounding and evaluate the situation (that's what holding dog owners accountable means)
- If it is proven that the dog barks excessively or is being aggressive towards other animals or humans, the dog owner would be fined and the amount would be based on the damage done
- The organisation will have a website where it will publish various articles such as how to protect oneself from a potential dog attack and what one's rights are in case it happens
- People who encounter nefarious situations will be encouraged to record them with a device for proof if needed
- If the dog shows aggressiveness then the owner would be prompted to muzzle it when taking it for a walk and will be made to invest in some dog training.
- Dogs will only be allowed in designated spaces such as dog parks. The owners will no longer take their dogs to do their business in other people's lawns. Bringing in dogs in coffee shops will be prohibited simply because of all the germs the dogs spread.
- In the case of murder of a child or any human for that matter from a dog, the owner would be sent to jail.
- The organisation will aim to normalize RESPONSIBILITY and if a victim decides to sue an owner after they have reached for help (reported the problem) and after actions were taken by our organisation but with no result - then the organisation will fully support and stand by the victim.
- Victims of dog attacks will not be scolded for defending themselves against dogs, as a matter of fact they would be encouraged to do so with various non-lethal methods such as using a pepper spray or a taser.
- If a dog owner works 8 hours a day, they would be prohibited from leaving their dog indoors, instead they could take it to doggy daycare. If they can't afford it - tough luck, they shouldn't have had a dog in the first place. They will have a choice to invest that money in doggy daycare or fines.
- If a dog is kept outside in a yard, then the fence surrounding it must be required to be tall enough so that the dog doesn't jump over it. We should figure out a number for that. If the dog owner fails to provide a tall enough fence they would be fined.
These are just a few that come to mind, if you have any other suggestions I would love to have a look at them. I think that the only way to solve these problems is to go BIG. If these regulations are imposed on dog owners, especially the fines, I believe they would become way more responsible with their dogs. Of course, on the website of the organisation there would be articles and suggestions created to help raise those dogs properly. So, let me hear what you have to say about this - I'm really really curious and if in the future such an organisation is created I would gladly support it!
