How to make a dog comfortable enough to train

Hello all,

My dad and I adopted a dog from our local shelter. He was separated from (what the shelter assumed) were his parents after they were all surrendered. We were his first interaction with the shelter after this and we fostered him first, but didn’t adopt him until he responded to our adopting a second dog.

When we first got him, he wouldn’t come NEAR us, he just sat in the corner looking sad. Now he wanders the house, plays with our other dog, barks, etc. BUT he still won’t come to my dad or I unless we have a treat. He comes to my kid sister no problem and will cuddle and let me pet him when we go to bed.

How do I get him to come to us both for being social/loved? How can I train him when he won’t come within 10’ of me under normal circumstances? Any advice is helpful
