lights = bad?

Hi all.. Hoping someone can give some advice.

We have had our rescue pup for about 6 months. He came from a bad home where he was obviously abused, but has since lived his best life.

This morning we woke to a power less house, he seemed fine. We started chasing the issue which resulted in all the lights flickering. This has triggered some issue where now the poor boy is hiding in the window behind the curtain, diving under the table or trying to fit on our lap.

Any time we turn a light on now he cowers, tucks his tail and runs off. His entire behaviour has changed, when it was time for dinner he wasn't even excited.. Usually he does zoomies in anticipation.

I really don't know what to do to help the poor boy but it breaks my heart seeing him like this
