dog not going outside

I have a 1 1/2 year old bully terrier, he’s such a sweetheart but he refuses to #2 outside ? he happily urinates and my other dog has no issues; but Porter will ( and has ) held it for an entire 45minute -1 hour walks, only to poop the second we walk in the door. Any advice ? We’ve tried puppy pads but he just tears them apart or refuses to use them .
