What came out of my dogs foot?

My dog has been licking excessively on his paws. I went and looked and they are very red, blisters and rash(?). More importantly I found this like massive blackhead/hair thing? Should I be concerned? Can this be treated at home? He is growling at me when I touch it and he has never done that before. He whimpers sometimes when licking. What should I do?
