Dog keeps getting fleas

I have a dachshund about 1 year old and for the last couple months he just keeps catching fleas. We have sprayed all the carpets and furniture with flea killer and frequently spray his skin with a flea repellent. Yesterday I found a flea on him so I washed his bedding sprayed the furniture and put some spot on flea killer on his neck. Now I have woken up this morning to find him scratching so I put a comb over his hair and found another flea straight away

This has been going on for ages now so I’m not sure what else I could try to get rid of them?
