Dogsitting an anxious restless dog, help

I am pet sitting a standard poodle for a family member for 3 weeks. He is incredibly anxious and restless. He is only at rest when he's in his crate. Since it's an extended stay he's in my house instead of the family members house. He does nothing but pants, walks in circles, and tries to mount everyone. He cries the moment there's any sort of barrier between him and a person (a door, a gate, a box), or he's not paid enough attention.

The downside is that otherwise he's a pretty well behaved dog. He doesn't chew on things, he doesn't bark when the door is opened or at other people/dogs on walks. His inside manners are just terrible though and we cannot do anything without his stress stressing us out. We can't even try to sit and watch TV with him because he tries to mount us while we're sitting on the couch.

We walk him, he plays with toys for a little bit, we hide treats around the house but he's not very food motivated, we've given him lick mats and a Kong and work on his basic commands, but whenever he is not given attention he paces, pants and mounts. Please help!
