How to stop my dog from biting other dogs whiskers?

Since meeting a year ago, my dog (spunky grey mutt) has always nibbled the cheek and whiskers of my mom's dog (the sweetie yellow lab). I noticed yesterday and again today that she actually pulled some out and that my mom's dog is missing / has shorted whiskers. Both dogs seem to enjoy it, lots of tail wagging. My mom's dog will actually seek it out and I have never seen any blood or injury. Socially, they are weirdos without other dog friends and this is the main way they play. My dog is very dominant and hers is submissive. My dog has pica due to an underlying health condition. Any tips?
