Dry, textured spot on elbow (?). Never seen it before.

Hi there, my 4yr old golden retriever has this spot on his leg/elbow around the joint. Never seen this before. And was quite hidden because of the fur around.
It's dry and textured. Not powdery but certainly not his usual skin texture. Checked his body and didn't find any more of this. Anyone know what's happening here?
