Can dogs have face blindness?

My friend adopted a dog who was likely abused, but we don’t know the extent. Just that he was skin and bones and is afraid of everything and everyone.

He will adjust to new people usually pretty well after a little while. But if they leave to go to the bathroom and come back he often seems to forget who they are and become afraid again.

Or, my friend brings him to work and he likes everyone there but then the next day forgets everyone and has to become adjusted all over again.

I know there are disorders where people can never recognize others by face. Can dogs have this? Or do you think something else is going on?
