Literally means “pull wool off sheep”.

Originates from when poor hired shepherds would secretly comb a little wool off each sheep every day, eventually accumulating enough wool to make a garment.

The most classic 薅羊毛 behavior is taking advantage of introductory credit card offers, then canceling the card after the time is up. Other examples include abusing the free ride offers on uber, extreme couponing etc.

As a result of the popularity of this phrase, 羊毛 (wool) can be used as a general term for various promotional offers. For example you can say “According to nerdwallet, X bank has some good 羊毛 recently”.
