Here is my thinking.
Some example areas could be military, education, and healthcare. One may chooses which area they would like to join. You would be trained (for free) and work in your specialty for a couple of years. at the end you may make it a permanent job (depending on performance). Otherwise you are free to look for other employment or further your education with the new skills on your resume. You would remain in some kind or reserve which you may be called up in times of emergency.
There are two benefits I see to this.
- One, decisions to go to "war" might be taken more seriously by people as they are more likely to know someone that would be i involved.
- Two, people would grow appreciation for teacher, nurses and other under appreciate professions.
