The suit has limitations so does the hull of the submarine. The submarine is always offline until it comes up for an update. However if they become disabled there are ways to communicate a rescue for help.

They use suits to ascend from the submarine to the surface. It's a cheaper alternative.

I didn’t know this existed. I was active when the Mystic was in service. I was actually walking to my boat at zero dark thirty when I saw the Mystic loaded onboard the USS Greenville. It appears the Falcon is the replacement for the Mystic and Avalon. Take a look at that article.
