Cursed items - attunement required ?

Hi, does cursed item always require attunement to make its curse work (the kind of curse which works as long as the cursed item is attached to the character) ? (if cursed item can choose the character)
I see that many cursed items have attunement requirement.
What about when the hero has full attunement slots - can such cursed item attune itself to this character then? I guess it would needed to break one of active attunements first (if attunement is required).
