Is it a good idea to create a continent-wide catastrophe because the players ignored the main quest and big bad for too long?

I know it's most likely going to appear like railroading but I do want to be logical and have the world I made be living and breathing. Like the entire continent will continue forward and events will happen with or without them , but they could have ended out differently if the main party did something about it. I feel like my party has gotten pretty stagnant because I gave them a little too much freedom and in turn they now are wandering around the continent while avoiding any potential Danger. Which is my fault entirely, I can own up to that. I just want to make it right. I heard from a lot of people that it is best to make consequences for unchecked villains to roam free. So I asked you this, would it be mean if I create this catastrophe because they avoided the big bad and didn't stop his master plan?
