I'm creating a home-brew setting, campaign, and scenario which I'm going to publish for the D&D 5e. RPG System. This setting is "dystopian fantasy;" it's inspired by the Bas Lag series by China Mieville, along with some content from Charles Stross's Laundry series. And also inspired by the science fiction and fantasy books by Richard K. Morgan. And the web-serial "The Gods are Bastards".
The included scenarios all take place in an urban environment. There are no "dungeon crawls". There is relatively little combat, and in at least one of the four included scenarios, combat is the worst outcome. There is a lot of investigation; similar to what you would find in a game of GUMSHOE. The second scenario includes a stealth mission; combat would potentially lead to dire legal consequences.
Is the idea of playing a scenario without combat not-appealing to people here? What do players feel about espionage, investigation, and stealth as the primary activities in a campaign?
