Help with game im running

So as the title says im lookin for help or advice on a game im going to run. Im trying something new and my players will be political figures and have to do more RP and talking than fighting. Essentially they will be tasked to quell an uprising by non violent means by negotiating with group leaders and other political parties. Does anyone have a good system or point me in the direction of a pre made adventure that does something similar?
