Spell casting question

Talking with my DM friend, neither of us have been playing for very long, came across a question while chatting. Could ANY class regardless of innate magical abilities, pick up a spell book and learn how to cast the spell in the book the same way a wizard learns? If not what is stopping this from happening?

Mainly asking if say a fighter or barbarian picked up a spell written on a piece of parchment could they ever hope to learn how to cast it?
