Need help on building a character based on the book & tv series The Expanse.

Hey guys! I need help building a character based on Josephus Miller. He is a detective/investigator type of guy. Would like to know what race I can use from d&d as "belters" are more of a outcast type of race. Also what type of ability scores he would have as he is really good with a gun, and has really good insight as he can make connections with little information that he gets.
