[5E] Perception check!

How do you guys deal with perception check, my group has this house rule that if say a player wants to see if theres anything in the forest watching them ill let them rool a perceptioncheck, if the the toatl of that roll is lower than their passive preception it automaticcly becomes their passive perception. i usually ends up with you dont notice anything that you havent noticed before.
