Restraining order / order of protection

I am trying to serve my ex with restraining order / order of protection. She is dodging the county sheriff. I tried through private server . She is not opening the door after seeing him through ring door bell. What are my options ? She is in Phoenix area / maricopa county. I am outside state. But she accepted the letter from my lawyer which was sent through regular mail/ certified mail. Please advise
