What's the best way to go about it without appearing vindictive?
When NCP returned the children, the 1 year old had numerous bruises to the head, back, legs, and a bruised nose with a bloody gouge from nose to lip.
There was an original protection order that expired once we had our temp orders put in. NCP has supervised visitation (by the grandparents).
Even after all the evidence presented at the temp orders hearing the judge still felt that the NCP was entitled to some visitation. I fear that reporting further abuse will seem vindictive and backfire in regards to our custody arrangement leading to further harm to the children.

Obviously injuries such as this aren't considered significant to the family Court system, otherwise the NCP wouldn't have any visitation since instances such as these have been previously reported and documented.
Filing "frivolous" reports can have an adverse reaction. Which is why my point was HOW to file without seeming vindictive or frivolous. Not IF to file.
