When should I expect to get source skillbooks for crafting?

First playthrough after doing some sandbox runs and reading. I've escaped fort joy, found the seeker sanctuary, am level 6, have removed main's collar, have 3 skillspoints in some skills such as pyro and geo. I'm trying to get source skillbooks to craft things like master of sparks and corrosive spray, but when/where should I expect to find these books?
Just trying not to waste a lot of time looking for them in vendors, etc, if I won't get them a while.
