How to reach participants for survey for dissertation

I'm Doing a Dissertation on the The Role of Leadership in Organisational Change and Employee motivation focused on the retail industry (in Malaysia) . Any idea how to send survey to retail workers or who else to send to and how. I went to some supermarkets and department stores some aren't qualified to answer , they cant understand the questions fully and others said they need permission from the management.
