Magic Hour - WTH?

So at Disney World, the extra magic hour or two for resort guests is the biggest selling point for me - I will happily splurge for the extra stress free hour of no lines.

Spurlged for a Disney resort this time to get the magic hour at Disney - and half the park is closed. Apparently, this is the norm. As a result, lines were just as long (if not longer) than they are when the park is open. Can anyone explain why Disneyland chooses to do this? It frankly left a bad taste in my mouth
