Regulated multiplayer issues?

All day yesterday when I played regulated I was either put into a race with 4 people total or I find no race at all. Anyone else having this issue? I played ranked and that was just fine but regulated seems to be broken or something. I haven't seen people online talking about it so i'm wondering if it's my Xbox or what.
