I just got both Disgaea 1 and 2 on the PC from the steam sale, and started playing 2 today after playing 1 for a few days over the weekend. D1 was basically just change equipment from the beginning so far as I remember, where I'm level 7 or so and can buy but cannot equip anything in D2. Is there a stopgap in the questline for this to unlock, or is my game bugged?

I tried googling it, but didn't see anything in the Wiki or anybody else having issues with it, but it is an old game.

Edit : FWIW, it's buggy as hell, I click the wrong item a lot, finished an Item level run on D1 last night and had to get to bed (4am wake up), but instead of going back to the castle, which is what I clicked, it started a new item level series... It is also taking me way longer to get used to the combat, and end up targeting my own people sometimes, which is frustrating. I probably should get a controller.
