If someone were to give away or even sell a bot that is intended to stream uncopyrighted music, users of the bot would inevitably be abusing it to listen to copyrighted music without listening to ads or paying for the songs. What is the likelihood of facing legal repercussion?
I've been messing around for a year or two programming discord bots that stream audio from Youtube. With Rythm gone I had to find some way to get my music fix on my server ¯\_(ツ)_/¯ I had been toying around with open source libraries like youtube-dl, ytdl-core and play-dl when I started to question if I could distribute my work without fear of facing legal battles with Big Brother Google.
Once your bot got noticed by Google, you'd get sent a cease and desist letter. Unless you didn't cease and desist, it wouldn't be taken any further (see what happened to rythm and groovy). That being said, if you had a small bot running in private servers, the chances of Google detecting it are incredibly unlikely. So if you want to make a music bot go for it, but I wouldn't make a publicly available YouTube streaming bot
