Never given chance to read the halogen watermarks?

I just got the ledger, and I retrieved the postcard from the spine - As far as I know there's usually a task 'read the halogen watermarks' where you get more info about harry. It's one of my favourite interactions - but it didn't appear this time. Is this a bug? Or is it working as intended?
The ledger was renamed, 'Ledger of Failure and Hatred' or whatever the bad one is, before I could even get the quest in case that matters.
