Is it impossible to get certain weapons for some Mercs when crafting a loadout card without explicitly selecting the desired weapon?

I've crafted 10-15 bronze cards for Vassilli and have never ended up with a FEL-IX.It's always,always,like clockwork MOA-SNPR1.

For Aimee,I've crafted 10 bronze cards and always ended up with Grandeur,never PDP or FEL-IX.

Similarly,for Javelin,i have never been able to craft a card which has Driess AR as a primary.It's always either BR16 or SHAR-Q.

Same for Redeye,it's always grandeur and never Driess AR.

So my question is,whether the developers prevented certain weapons from appearing as primaries during random crafting or i'm just plain unlucky or certain weapons have low chance of appearing in crafting?
