I am consistently the top-scorer on the losing team. How does this affect my rank?

Out of the 22 ranked games I have played in season 2, I have won 8 and lost 14. Of those 14 losses, I was the top scorer 12 times. I was top-score on the winning team 5 of 8 times.
I feel like I play well, I get a good k/d, and I'm always pushing the objective, and yet my rank continues to fall. Is this intended?
It feels like the game is punishing me for being a solo-queuer
