4 star artifact vs 5 star?

So I’ve been farming for my Diluc to get a new sands artifact to make his build better because he currently has an ATK sands but his ATK is like 2800 at this point (WGS) so I would really rather get an EM sands for him since I use him in a vape team. My off-piece is my goblet so I’d need an on-set sands, but would you recommend leveling a 4 star EM sands if I got one or only go for a 5 star?
