Removing tokens from another player

I love this game but had a couple frustrating moments that I want clarified. Is there a way to remove positive tokens from an enemy player? I am specifically thinking of Vampire and Tactician.
In one instance, I played a card to remove all tokens from tactician but that person just decided to spend all their tokens as soon as I declared that. From reading the rules, it seems that this is valid, but I really struggle to ever do anything against tactician because of this.
