Enchanting one-hand xbows

The evidence that I'm going to say might just be anecdotal and just salt-filled anger but I've tried to enchant 3 one-hand xbows hoping for a socket roll.

2 of which are rares and 1 is a set xbow. All 3 reached the 600k/enchant mark without a socket roll. I've spent more than 14 forgotten souls on the set crossbow and it hurt my bank.

Was just wondering if anyone is having the same problem with rolling sockets on xbows or RNG just didnt smile on me today.

Also on another note is the drop rate for white item Penetrator really low?
