Anyone want to form a City-State supported by Real Estate?

I made a Google Doc to lay it out.

Here's the gist:

Anyone (citizen or not, business or government) can participate in the real estate market.

All citizens are guaranteed free (but small) housing in a State Housing Complex - basically an apartment that never get taxed and from which the person can never be derelicted from.

If you want your own plot, you gotta pay a tax every two weeks, and that depends on how valuable your land is. However, you pay less taxes if you have other people living on your property - this encourages people to make housing complexes for which they don't get taxed much and make money off the tenants.

This money goes towards factories, public works, parks, etc. Oh, and paying a foreign military to protect us. Probably won't be able to pay much, but heck people defended others for free in 2.0 so I suppose even a small monthly fee will be enough to bribe some allies.

I say a city-state because the aim is going to be attracting international business - no need to claim beyond the bounds of the city. Basically Singapore.

I have some other ideas for government activities, but tbh that's our money maker, so basically our government's a real estate brokerage working in the interest of the people
