From the Desk of Blacklist's Commissioner of Infastructure and Transportation Development, Nation State of Santorin:

The Job

A road shall be built from the Santorin end of the bridge at Tripoli to the current end of the road originating at Blacklist farms in the Southeast of Santorin. (http://imgur.com/E9yXNgm) The road shall be passable on foot or by horse and take a reasonably direct route without significant y axis deviations. Trees shall be removed only in their entirety, meaning that once one portion of the trunk is removed, the entire tree shall be removed. This shall not apply to jungle roots or leaves, jungle roots being defined as the portion of tree, not extending upwards as a part of the trunk, removable without aesthetically damaging the integrity of said tree. Vines may or may not be removed from the roadway. The cobble portions of the roadway shall be reinforced to a citadel group at the direction of a Blacklist party member. The contractor shall have access to the citadel group, but shall be removed upon completing it, at the discretion of Blacklist unless an agreement for continued maintenance is struck and agreed upon by both parties.

Building Style

The road shall be constructed from interspersed cobble and grass blocks with approximately 65% of these being the former. There is an existing road on the south end of the site that can be used as a guide. The edge of the roadway shall be rough and undefined. The road shall be deemed passable if, and only if, an area of 3 blocks in height and 3 blocks in width is free of obstruction, not to include vines.

Materials

Materials supplied by the state of Santorin shall include:

• cobble
• smooth stone (for reinforcement)
• dirt

Materials supplied by the contractor shall include:

• picks
• axes
• shovels
• other tools as deemed necessary
• XP to repair tools if necessary
• food and shelter while completing the job
• transportation to and from the job site

None of this shall be construed to prevent either party from voluntarily contributing additional resources.

Retention of Materials

The state of Santorin shall retain the following:

• dirt and cobble removed as a result of construction or left over from materials provided for construction The contractor shall retain, if she or he so desires:

• wood, saplings, leaves, seeds, flowers, and sundry, removed during the course of construction without significantly exceeding the amount necessary to create a path

• mob drops, hidden ore drops, and other items acquired during the course of construction

Subcontracting

The contractor may subcontract all or a portion of the work with the approval of a Blacklist party member. Subcontractors will be denied on the following grounds:

• The subcontractor is currently wanted by the Santorin state
• The subcontractor is wanted by another state or group and his or her presence in the state of Santorin significantly raises the probability of international conflict.
• The subcontractor has a reputation for trouble and his or her presence in the state of Santorin is deemed a liability. Blacklist retains the right to make a binding decision regarding a subcontractor’s permissibility.

Involuntary Invalidation

Should the contractor make insufficient progress in a timely manner, work shall cease and the contractor shall be paid based on the fraction of road completed and passable.

Should the contractor grief Santorin or find himself or herself the subject of a legitimate international warrant as deemed by Blacklist, the work shall cease immediately and an investigation shall commence. If it is found that the contractor griefed or stole from Santorin, the contract shall be considered void. If it is found that the contractor ran afoul of another nation and thus put Santorin at risk, work shall cease, and the contractor shall be paid by the fraction of the road completed and passable. If the contractor is pearled by another state and owes reps, the funds shall be appropriated as such with his or her consent.

Consensual Invalidation

If the contractor seeks to end the contract, he or she shall notify, in writing, the members of Blacklist and shall be paid by the fraction of road completed and passable as bid.

Bidding

A prospective contractor shall post his bid and any additional terms in the comments. Blacklist retains the right to accept, deny, or make a counteroffer on any bid. Bids for partial work (i.e. the North half of the project) are acceptable, but should clearly specify the length of road to be built.
