My friend thinks Celest needs a buff bc "it needs to do more damage"

As the title says, he thinks celest needs a buff bc it doensnt do as much damage as he wants, he says it's bc "it's supposed to be hunter's damage dealing super". Multiple people who've been playing since s1 beta have told him, myself included, that it's essentially doesnt need a buff or nerf bc it's right where it needs to be, thoughts on this? i'm not really too well versed in destiny stuff as i've only been playing since season of the lost started, but I want general thoughts on this.

Edit: Just as a note, he only uses Celest, BC "it does lots of damage
