Why are Champions so beefy?

Has anyone else noticed how much more health the champions in the legendary and master lost sectors have than the actual boss itself? Like I can take out the main boss at the end in 3 linear fusion shots, but the champions can tank like 7 of them and still need to be finished, like why is this? Shouldn't the boss be the harder to kill enemy, or is this the intended way for the sectors?
