I still don't understand Destiny's drop chance

I thought they fixed pvp to where the better you do the higher chance you get better drops compared to others?

I've been playing Iron Banner and consistently getting 20 kills a game with <10 deaths. I still have yet to get an Iron banner drop, yet the people at the bottom of the list going unbearably bad, holding the team back with a horrible K/D ratio, something along the lines of 4 kills, 15 deaths, are steadily getting IB drops, I've also had it happen to myself in the past, I would have a shitty game and go like 6 and 14 but only THEN will I get drops... Can someone please explain?
