Is it just me or are bounties doing absolutely nothing to level weapons now.

I turned in about 15 bounties after this patch to lvl my all fate and it's only gone up by two slots. All fate is not an exotic weapon and should not be taking this long. I have no idea if it's because all these bounties are 2500 exp instead of 5000 but all my guns are leveling much slower than before and it's pretty frustrating if you ask me.
