Difference between Fitted Stock and Perfect Balance?

Both are Auto Rifle perks. Specifically, the new Vanquisher has Fitted Stock on its perk tree, whilst the old one has Perfect Balance.
Looking purely at the green meter, Perfect Balance seems completely better. Is this really the case? If so, I'll stick to my old guns.
