I left a year 1 clan, now I can't create a new clan?

I haven't played destiny in a long time and when I hopped back on, I realized I was the only one in the clan that my friends had created in year 1. I left the clan, thinking I can just create another one. When I tried, it said my account doesn't meet the minimum requirements or progression.
I've had this account since year 1 with a PSN name change between that time and now. So I don't think it's a account age thing.
