[PC] Screen flickers slightly when entering new area

I just returned to Destiny 2 after being away since Forsaken and have been having a problem I don't remember having before. When entering a new area of a zone (It's been most noticeable going into the Spine of Keres in the Dreaming City), I get a tiny flicker just as the name pops up. The screen goes black for what feels like a single frame and the game kind of freezes and then it goes back to normal. I'm getting a solid 90 frames, so that isn't the issue. Anyone know what causes this?
